Summary The claimant made three complaints alleging that the Union had breached 1)section 48(4) of the 1992 Act by modifying the election address of one of the candidates in the 2012 General Secretary election, 2) section 51(3)(a) of the 1992 Act by not allowing people to vote in that election without interference or constraint and 3) its rules relating to disciplinary procedures when dealing with Mrs Hallam-Black's complaints about the election. The first and third complaints were upheld by the Certification Officer. The Certification Officer dismissed the second complaint.
