In dismissing the complaint the Certification Officer stated that the applicant had failed to establish fraudulent manipulation by the union and commented that if such a fraud could be established there would be a breach of Section 24 as the inaccuracy of the register by reason of wrongdoing cannot be excused on the grounds of reasonable practicability.  (Secton 24(1) of the 1992 Act)
