The Certification Officer profile

David Cockburn Mr Cockburn was appointed as the Certification Officer on 1st August 2001 and re-appointed in 2004, 2007 and 2010.  He is a solicitor who previously worked in private practice for 29 years after having graduated from the London School of Economics with a masters degree in industrial relations. He is also a part-time Employment Judge, the Chairman of the Code Compliance Panel of PhonepayPlus (the premium rate service regulator) and a Visiting Professor at the Middlesex University Business School. He has chaired the Industrial Law Society (ILS), the Employment Lawyers Association (ELA), and the Employment Law Committee of the Law Society. He was also the founder treasurer of the Institute of Employment Rights. He is currently a vice-president of the ILS and a member of the editorial board of the Encyclopaedia of Employment Law and the Industrial Law Journal.
