IMPORTANT MESSAGE REGARDING DELIVERY OF MAIL TO THE CERTIFICATION OFFICE
The Certification Office is currently experiencing difficulties with the delivery of Royal Mail post. Royal Mail are aware of the problem and are working to rectify it.
In order to guarantee that any time critical documents reaches the office quickly you are strongly advised to delivery by hand, fax it or send by e-mail. This is particularly important when submitting complaints that have to be submitted within strict time limits. The Certification Officer has no discretion to vary these time limits.

CERTIFICATION OFFICER'S ANNUAL REPORT
The Certification Officer's Annual report for 2009-10 has been laid in Parliament on 14 July 2010. A copy of the report is available on the Certification Officer's website or by contacting the Certification Office.
AMENDMENTS TO CERTIFICATION OFFICER'S GUIDANCE
The Certification Officer has amended his guidance on 'Making a complaint against a Trade Union' and the guidance on 'Procedures at formal hearings of the Certification Officer'. The revised guidance is available on the complaints page of the Certification Officer's website.

Searle v UNISON
The claimant alleged 6 breaches of union rule in relation to the election of stewards at the New Addington constituency of its Croydon Branch and disciplinary proceedings by the union. The Certification Officer found 2 breaches of union rule pertaining to the elections. He did not consider it appropriate to consider an enforcement order.

Roberts v UNISON (No.4)
The claimant made two complaints of breaches of rule in relation to the conduct of the 2009 elections to UNISON's NEC and to the failure of the union to investigate whether disciplinary charges were justified against a branch secretary in relation to that election. The Certification Officer dismissed the complaints upon withdrawal by the claimant.

Quigley v Educational Institute of Scotland
The Claimant alleged various breaches of the rules of the Institute following the imposition on him of a disciplinary penalty. The Certification Officer refused to make the declaration sought by the claimant. Some of the alleged breaches had been bought out of time.

Diageo Staff Association was removed from the list of Trade Union's maintained by the Certification Officer on 12 May 2010.
CERTIFICATE OF INDEPENDENCE

Notice is hereby given that an application for a Certification of Independence under section 6 of the Trade Union and Labour Relations (Consolidation) Act 1992 has been received from the following trade union - The PDA Union. Any person who wishes to submit information relevant to this application should do so by 25 July 2010.
ATTENDING A PUBLIC HEARING Hearings are held in public and (unless otherwise stated) will commence at 10.00 am. Anyone wishing to attend should telephone the Certification Office in London on 020 7210 3734 in order that security access on the day of the hearing can be arranged. Further information can also be obtained by telephoning the same number.
Hearings which are held at the Certification Officer's premises at Euston Tower will take place on the 23rd Floor of Euston Tower. All visitors must report to reception on the ground floor where they will be issued with a temporary pass.
Please note that it is not the practice of the Certification Officer to give his decision on the day. Normally the Certification Officer's decision is reserved and issued in writing (with written reasons) within one month of the hearing date.
